How do you add apps such as Netflix and ITVX to the apps section of Talktalk Box?

The TalkTalk TV Box has pre-loaded apps which cannot be added to. The Talk TV Hub allows you to download any app available on Google Play.

ITVX should be a standard app on both the 4k and TV Hub. If you have one of these boxes and it's missing you will need to ensure your aerial is in and you can receive ITV in the guide and reset your box back to factory settings.

I'm guessing here, but as ITVX and Netflix are missing, that you have an old YouView box.

ITV updated the app and the software they use is no longer compatible with the YouView box hardware. The logo has been updated from the old Hub one but it does not work.
TalkTalk no longer provide boxes that record but do supply boxes that are basically streamers and have the update ITVX on them.
You might find it best to retain your box to record and invest in a Roku or Amazon fire stick which also include other free to view apps such as Pluto.
If you want a TalkTalk supplied box you will need to phone and recontract with them.
