How do I view withheld/Barred numbers, so that I can cancel a withheld/barred number so they can ring me?

Yes we have call safe enabled, the person I want to allow has rang and gets a message call withheld and then cancels their call. I logged on to see if I can see withheld calls to cancel them but cannot find where they are on your site?
