Who is responsible for damaged box?

Who is responsible for the box the telephone cable goes into on the front of my house? Its has lost its cover, and looks like it could become damaged (See photo) - i currently have no issues with my connection. Phoning and talking to TalkTalk customer services has been a waist of time.

It's an odd one this, because it is clearly Openreach equipment. But they generally only deal with faults referred to them via your ISP i.e. TalkTalk. As there is no fault at present there is nothing to report, Catch 22! You could try contacting Openreach directly, especially armed with that photo as evidence, see the link below:
