landline not working

I have tried to plug in a new cordless handset/with answer machine (panasonic) into my socket. the screen kept saying - you need a caller id first (which I have and was showing fine before). there is no dial tone - it is busy and when I try to call in to check I get a message calls being screened by talk talk - please say your name and press hash key to be connected

I have plugged in the old phone and it is still doing the same

I am lost what to do - I have reported this yesterday and it is still doing the same today - please help
