Landline rings out but doesn't connect.

Landline will ring out but then doesn't connect to the other caller. My husband has called the homeliness on his mobile, it rings, I pick up, I can hear him speaking in the background but not down the handset. I have switched everthing off, I have pulled all the relevant plugs and re-inserted.

I have had this problem before but I can't remember the solution. Its not the handset.
