Full Fibre changingg= from Fibre 35 to Full Fibre package 65

I have tried for several weeks to get an engineer to install Full fibre despite getting the go-ahead from open reach, TalkTalk cannot seem to arrange for an engineer to come out and instal . What is the problem ???
