TT992 is a spam rejection response. Either the outlook.com and or hotmail.com server is not being correctly authenticated or bulk spam has been detected.

I'd need to see an email header from outlook.com to check for SPF compliance. If someone can send from outlook.com or hotmail.com to a gmail address and then extract the received header from that it would be useful to help identify why these microsoft servers are being rejected if lack of sender authentication is the root cause.
