error message email does not exist when trying to add new account in new Outlook.

The new Outlook is under development, I would recommend using a well-established client such as Thunderbird.

If you're trying to add a TalkTalk Mail account to Outlook for Windows then you need to add as an IMAP email account. To get to that stage select Continue when Microsoft wants you to create an Outlook.com account and Cancel that and then you'll be presented with an Advanced Setup button. Select the Advanced Setup and scroll down to select an IMAP account.

You need the TalkTalk Mail email address and its password. The advanced settings are as below:

IMAP configuration
Hostname: mail.talktalk.net
Port: 993
Secure connection type: SSL / TLS (recommended)

SMTP configuration
Hostname: smtp.talktalk.net
Port: 587
Secure connection type: StartTLS
