When I open Talk Mail app notifications are blocked. Going into that I can not switch allow notifications on.

We do have others reporting that they no longer receive notifications but not turning them on and off. I've asked the team to check. When I test it still allows me to turn them on and off, but that doesn't mean its the same for you obviously.
