When I try to send spam or scam emails to the Gov Phishing site it is rejected for policy reasons!

When I try to send scam emails to the site 'report@phishing.gov.uk' as we are encouraged to do sometimes (not always) I get a message sent rejection.

"Sending the message content to the server failed.

The server response was: Reject for policy reason

Select a different outgoing mail server from the list below or click Try Later to leave the message in your Outbox until it can be sent."

Why is this and how can we/the Gov try to stop scam emails if talk talk won't let us send them the details the need to investigate.
