Been charged for an engineer

Hello new to here. I’ve been charged £65 for an engineer. Talktalk sent an openreach engineer to the box outside saying they weren’t happy with the speed I was getting. I didn’t flag any problem. Then I had a text saying I needed to contact and make an appointment as they needed to enter the house. Not a problem arranged a Saturday morning. Engineer rang to say problem cleared outside no need to come in. I said fine and thought that was the end of it. Now I have £65 bill saying I refused entry. Tried ringing and I don’t think anybody are really understanding me. First person said it would be investigated. Now they’re saying the bill is a valid bill. I have no idea what this has to do with me and struggling to talk to anybody
