Calls to Republic of Ireland from N.Ireland

I live in N.Ireland and have used Talktalk for many years. Both I and many other Talktalk users in my area have made calls to Republic of Ireland land lines over the years. These have always been taken out of my unlimited calls and we have never been charged for them as there has been an agreement between the Northern and Southern  telecom companies that the calls have been recognised as local or national .

 

last week I took out a new 24 month Fiber65 + Unlimited calls boost + mobile. I made two calls to Republic of Ireland landlines and got a text message telling me that I had spent more than half of my monthly allowance of £10. I have several family members with the same package and none of them have to pay for calls to Republic of Ireland land lines.
