I recently renewed my contract with talktalk on 13/1/2020 to reduce my fibre and line rental cost to £23.50. I then received a bill for the upcoming period in February for £30 for that same package. I have been through the whole renew contract system on the site again today, but this should have changed. Please fix this, and alter my bill accordingly.

The bill is correct this month.
Your renewal went through 2 days after your bill was produced as we charge in advance you will be charged for the the previous package this month. However next month you will be charged at your new price and there will also be a credit for the overcharge this month.
