The maximum speed you can get is totally dependent on the length and quality of your phone line, so is different for everyone.
When you signed up for you TalkTalk contract they would have quoted an expected speed range for your line and a guaranteed minimum speed.
Are you currently on ADSL or Fibre ?
You can get an idea of the speeds your phone line should be able to support by checking this site, it will show the the maximum ADSL and Fibre (VDSL) speeds (if available on your line) at the top of the screen.
I'm showing a fault is currently logged with Openreach for the broadband.
