My tiscali.co.uk mailbox has been blocked. I am trying to reset the password and recover access to the mailbox.
I have an alternative e-mail address and mobile number for text messages set up for a reset code, but when I select the button for a reset code by text I am taken to a page that says:
We are currently experiencing technical issues and can get no further.
How do I regain access to my mailbox.
Please can someone help.

The last time I checked, the reset password by a link sent to the alternative (recovery) email address was working fine. Just that the SMS to mobile wasn't working.
Have you tried the Reset your Password option selecting the alternate email address shown - ensure that you recognise the email address from the hint - so long as you have access to that email mailbox, then please send the reset link by email selecting the alternate email option. (the image shows the reset to the account itself - only good if you have access to the mailbox)
You should get a confirmation message, as above, to let you know the reset link has been emailed.
