after completing the create box (address and password) to establish an additional email address in "manage webmail" I get an answer "Sorry we can't bring you the page you were after" What am I doing wrong, or has the system for creating another email address changed.

I'm not aware of any changes. There's no indication of MyAccount being down.
Try another browser or make sure the cache / history is cleared and pop-ups are enabled.
The new password needs to be unique and ultra-strong and following the rules with multicase letters, and numbers and allowed symbols.
Remember if you're asked for your MyAccount password that's the password you've just used to login to MyAccount. (I cannot recall if you do need that to create a new email but you may)
