unable to send e-mails despite TalkTalk saying that the issue with tiscali.co.uk e-mails was now resolved (early evening on 23.06.22), can receive e-mails on both tiscali e-mail addresses but unable to send

TalkTalk will get on to investigating the TalkTalk Mail platform because sending should in theory be working now that the DNS is restored.
