Only "news" in the sense that what Ofcom recommends takes months, if not years to actually put into practice. And good, this is how it should be, let's hope it gives Openreach the much-needed kick up the backside.

I notice the agreement is voluntary, so having a regulator with teeth remains unfeasible.

It is "voluntary" in the sense that providers sign up to it. TalkTalk are one of those who have, so your only issue is to beware of those who choose not to.
