Broadband update issue

Hi My current package "Fast Broadband" is really really slow. I tried to update to a fabrie broadband but it shows "Sorry, our line check shows you aren't able to upgrade to the selected TalkTalk package." Does that means there is no way for Talktalk to give me a faster internet service so that I have to switch to another company? Thanks!
