How do i port forward a minecraft server? what do i need to put into the service/protocol.exteral host/external port/internal host/external port boxes?

Some of the talktalk routers have preconfigured rules for popular games etc, if that is the case then you just select Minecraft from the list and specify the IP address of the machine hosting the server. If not then you leave the external host blank and set the internal host to the IP address of the machine hosting the server. As for the ports and protocols they will be defined/specified by Minecraft.

You also need to make the IP address of the server static.

I have done all the steps that you have mentioned, but how do I make my IP address static?
