Contract minimum is arround these values so technically I cannot complain.
I fully understand that these things can happen due far cabinets etc.
But I am using this line over 5 years ( not provider on its own. ) And actual sync at this end has been up to 74-76 Mbps . That's the reason I am asking why such drops can happen. About maximum rate: Time shows that it rate slowly goes down by time as around 0,5Mbps per month until line is refreshed in cabinet.

That's not unusual.
Your line is connected at the target noise margin of 6 dB or thereabouts.
What is the estimated speed range and minimum guaranteed speed as per your contract ?
