Moving into a big block of flats so I'm assuming all will have phone lines set up but when I ordered broadband I had to book an engineer appointment. What do I have to expect from that visit? Is the engineer likely to just fiddle with the cabinet and activate the line?

If there is already an existing line from your flat , then the engineer can usually just make the required connections at the cabinet and exchange. If however on testing the line, no socket is detected, then the engineer will call at the flat.
