Fibre 65/Netflix deal - new customers only?

I want to upgrade from my Fibre 35 package to Fibre 65. I'm interested in the Fibre 65/Netfix deal for £31.95, but can't seem to access it from my account. Is it for new customers only?

Thanks. It wasn't clear if it was available to new & existing talktalk customers, and it wasn't an option when I went to upgrade. I called the loyalty number and they were able to confirm that, as an existing customer, I was eligible for the deal.
