My current guaranteed speed for faster fibre is 34 Mbps and my contract is ending soon. I have an offer to upgrade to Fibre 65, but when I click on the offer it says that the expected speeds are 29-32 with a guaranteed speed of 26. Surely this can't be right? I want to get faster speeds, but this implies that by upgrading I'd actually be worse off.

It might not be as simple as that.
Openreach provides the line for all but Virgin - type services.
It might be an idea to wait for the OCEs to reach this (probably Monday after the holiday) to look into why you were given such a bizarre forecast for it.
If you are currently on ordinary Faster Fibre (no speedboost) the current equivalent is Fibre35.
If you are already adding a speedboost, it's not taken you above 40Mbps, but should have done.
It's all very odd.
