STATIC ON LINE, BUT NO DIAL TONE AND POOR INTERNET CONNECTION

This morning, my land line developed static and no dial tone. I have tried dialling a number and still more static and no dial tone. When calling my landline with my mobile, I get the engaged tone. I have tried all the recommended step to see if this a problem within my home like using another phone, using the master test socket, etc. and it still has static and no dial tone.

 

Further, my internet has slowed and disconnecting frequently. When I did the tests on my landline, it says that my device is in 'low performance mode' (on all my devices) even though they have been changed to maximum output.
