caller display not working

Caller display is ticked; I've spent hours and hours on the chat line and am constantly told it will work but it never does. 

Is there anyone out there who can tell me why it doesn't work - always used to with BT - or can tell me how to find out the name of the CEO of this company and complain about it direct to him/her?
