O2 sim

I have a new O2 sim for my existing phone,that requires activating. I cannot do this via the 

O2 website and have been advised to send a text to O2 which I tried but Talktalk blocked the sending of the text. Cannot get through to anyone at Talktalk to get the text allowed.  Any ideas on what to try next.

Did you manage to complete your SIM swap with O2 over the weekend?

I'm aware O2 are currently having issues with the SIM swap online service. I've checked and their advice is: 

To move your mobile number across to your new sim, text SWAP to 20220 from your O2 phone and follow the instructions.

In what way have TalkTalk blocked the sending of the text? Do you have your replacement O2 SIM in your phone when attempting to send the message SWAP to 20220?
