You could phone 03451 720044 to ask staff from the mobile department or wait for staff to reach this later in the week.
But you can't block data as far as I can see without losing texts and phone calls and then it might as well not be a phone at all!
Phone support should be open from 9am Monday.

hi, thanks for the advice. The mobile data is already blocked on the phone, but 'somebody' in my family keeps removing the block (not easy) and using mobile data. Can it be blocked by Talk Talk?

Your phone has to belong to a service, if only for texts and phone calls, but you needn't ever use data except by switching it on where there's no other option.
Set your phone so that can only update apps over wifi, so the updates won't be able to eat your data.
Use wifi whenever you are at home - if out and about be careful with security.
Using data is more secure, if in doubt, in public places, @roby74.
