Calls to 01/02/03 are charged at 11.5 pence per minute.
Numbers beginning with 084/087/09/118 include an access Charge of 7.5 pence per minute + Complex Service charge difficult to work out.
Mobile standard rates are 11.5 pence per minute.
I propose talktalk either cuts the call after one hour or sends a warning over the phone to alert the customer that they are about to be charged.
After all it would be good customer service to Warn the Customer they are being charged. Wouldn't it?

We're sorry to hear about the challenge you faced with regards to the restriction on Anytime UK call boost.
The restriction has been there in place from the start on the boost across all of TT package offerings including UFO - hence we display it in the restirctions to ensure our customers are aware about it.
Point noted for the warning alert over the phone - we'll share that feedback internally to the concerned teams.
