Well the idea is simple, Say if someone is a night shift worker but has tried to solve the issue with bills which was ignored by a certain team member (which is under investigation at this time.) *Please excuse that bit, I am quite annoyed at this current moment*
The home account becomes limited til bill is paid which is all fine and dandy. But say you want to try an extension but because you work night shift hours you miss the contact over the weekend. OK all good just contact the 24 hour help line of talk talk (Which is blocked to Limited accounts).
I think any talk talk number shouldn't be locked to limit account users pure and simple.
