Fiber speed not gone up

I upgraded to Fibre Speed Boost and had too engineers out.

I was  getting about 37 MB and still getting same speed 

the last engineer that came out had a machine plugged in and reset everything and said see how it goes that was about too weeks ago he said if it doesn`t go up Talk Talk must be capping me 

 can you help thank

PS I have done all cheeks in house and did the engineer thanks
