I am trying to renew my car insurance. I am trying to go through to one of the providers found on confused.com. This is being blocked by my internet provider TalkTalk. how do I rectify this so that I can get onto the website and pay for my insurance?

If you log into My Account and check under HomeSafe/KidSafe, it will show if this has been added to a blocked list.
