I've received an email from info@consumer.talktalk.co.uk saying that I have to change Incoming and Outgoing mail settings by 23rd Feb. and I've got to change then on every device I use to access email.

Is this a genuine email from TalkTalk or a malicious spoof?

Hi Silverback, its genuine. If you don't make the change to secure settings your mailbox/es will be limited to webmail access only.

I believe it is genuine. I received same email with 17 Feb deadline and can no longer access TalkTalk email via any of my apps.

Still trying to get account unlocked so suggest you take it seriously.
