On Monday 23 October 2023 I opened Outlook which has access to 2 TalkTalk email accounts and the main one errors 0x800CCC0E.... cannot connect to the server. TalkTalk Mail won't log on.
The second account is working, even using TalkTalk Mail sign in.
I tried to log on to my TalkTalk account and that doesn't know who I am and after a number of attempts there was a warning about suspicious behaviour and I would be locked out. Consequentially trying to log into TalkTalk Forums, it wanted me to use a new bigger password than I used to use - but of course sending me an email to my defunct account won't work. So I was forced to register using my second email account. Luckily this worked so I am asking for your help please.
I shudder to think what would have happened if both accounts were down as I would have had to try the dreaded phone.

The recommended way to change an email password is by having a password recovery email address and mobile number set up via Reset details.

Thanks - I have not had this happen before in the 30 odd years of operating. I do get no connections periodically when somebody is fiddeling.
I do regular backups (Acronis) and know they are reliable as I have used them regularly to get out of problems before.
I have not set up password recovery Reset details but I have a spreadsheet with all those details hidden away in a password protected Winzip.
The main thing was to get TalkTalk Mail running both mail accounts.

It's not exactly clear what you did to restore access. But I'm not surprised that Outlook required restoring from a backup as the corruption of Outlook's Data File, especially when that file gets large, is a frequent thing that happens to stop Outlook connecting to synchronise mail messages.
Have you now set up password recovery Reset details?

Success!
Had to perform loads of jiggery/pockery with both my TalkTalk Mail log ons first.
Then I could go to TalkTalk MyAccount and managed to receive an email in my primary email account.
But Outlook only started to work and allow password renewal in primary default account when I restored from a backup I had done last Sunday before all this went wrong.
Looks like I had a visit from some pain on Monday.

If either you haven't set up password recovery options to use an alternate email address and or mobile number OR those options have been deleted by a hacker after changing the password to lock you out then TalkTalk will need to verify you are the registered user of the email address and set up new password recovery options.
I'll let TalkTalk know that the password recovery options aren't available.
Prepare for TalkTalk Support - include in the Community Profile (not in these public posts):
Account holder name, TalkTalk home 'phone number (if not Data Only broadband)
Alternative mobile contact number. Full address with postcode (in the Location box)
Scroll down to Private notes to add the email address needing recovery
Check and Save changes
Select here: Update your profile
A TalkTalk Support member will reply to this thread and then Community Private Message you to confirm your customer account details and or details related to the original registration of the email address. Also requested will be the alternate email address and mobile number for password recovery Reset details.
When verified the Reset details will be set up during a working week within 24 hours allowing you to set your own password via the Forgotten your password journey. Make sure the password is ultra-strong and unique to the mailbox. Check via the TalkTalk Mail sign in that you can access the mailbox.
For a compromised mailbox I'd always suggest scanning your email devices for viruses and malware before changing any password.
Use the new password to access via the TalkTalk Mail sign in check there's no Auto forward or Filter rule diverting your mail messages. Hackers set up or modify Filter rules to spy on your emails.
For migrated mailboxes there's also a security option to sign out from all of your devices to make sure no hacker is still signed in to your mailbox.
