Since installing the New Outlook Programme I have set up my TalkTalk email account on it, can receive emails but cannot send any. It used the default outgoing port. But I have been told there is an alternative port 465, but Outlook won't let me alter the port address. Any help please.

Are you using the other settings I've given? And authenticating with a strong password? Minimum 8 characters although I recommend 12 - 15 multicase letters and numbers plus at least one approved symbol. If the other settings aren't exactly as I've given and the password fails minimum security requirements then the outgoing mail servers will decline the connection.

That's the point I am using 587 and I cannot send emails. I was told 465 was an alternative

You'll need to remove the TalkTalk Mail account from new Outlook for Windows and set up afresh by adding a new IMAP email account. Whoever told you that port 465 can be used with TalkTalk Mail is misinformed.
Here's the information from Microsoft on starting to use Outlook for Windows and how to go about setting up your existing TalkTalk Mail email account as an IMAP account on Outlook for Windows.
IMAP configuration
Hostname: mail.talktalk.net
Port: 993
Secure connection type: SSL / TLS (recommended)
SMTP configuration
Hostname: smtp.talktalk.net
Port: 587
Secure connection type: StartTLS
