Landline not ringing

My landline phone is not ringing but i can make calls out. The number shown when i call out is withheld . Yesterday i received a call from someone trying to reach a different number and person so equipment is working but maybe problem at the exchange. It appears to have happened after receiving message that changes were going on at local exchange and phone may not be available for a couple of hours. Anyone else having issues?
