Adding File to an email

When I am sending an email, I cannot attach a file. When I click the paperclip, a box appears that is about 2mm high, with minute up and down Arrows. If I click on one of the arrows nothing happens.

These boxes are usually able to be expanded by clicking and dragging the bottom right hand corner.
