Many bulk email services use Suppression Lists to maintain their mail service reputation and to avoid being placed on blacklists.
What happens when they email you is that sometimes a problem happens with delivery. The mail service then retries delivery. If delivery still fails and the sending service believes it's a permanent fail then your email address gets added to the Suppression list and they will send you no more emails.
A manual reinstatement of your address or marking your address as a 'trusted recipient' is the temporary and permanent solution respectively.
