There's clearly a problem with the SMTP server not sync'ing properly at the moment with Outlook 2016
Please could talktalk investigate this properly, rather than blaming users?

One additional check you could do is download another email client like Thunderbird and add your email to see if it works using this.
This will enable you you check if the issue is with Outlook.

TalkTalk cannot support customers access via Outlook. They can only support Webmail.
It seems a recent update to Outlook is being blamed by customers, not only TalkTalk ones
Best advice is to try deleting the affected account from Outlook, then adding again using IMAP settings
If that does not work and Webmail is working for you, you should then try a Microsoft forum for advice
Staff are not back here until Monday, but if Webmail is working ok, then they will confirm they are unable to offer advice
