delays to received emails

I am experiencing delays to receiving emails from one particular organisation. Having raised the matter with them, they have checked the email trail and found that the answer lies with my provider and and the message in the trail is :

deferred (host mx002.tt.xion.oxcs.net[51.89.43.215] refused to talk to me: 421 4.2.1 Connection deferred - OXSEU001_130 - https://postmaster-oxseu.vadesecure.com/inbound_error_codes/#_130)
Not being technically minded, can someone at Talktalk assist.

There is nobody from TalkTalk available to respond here, asnexplained in the note at the bottom of my post. This also contains a link for contact details.
