Hi Kaz02, I've had confirmation from my colleagues who manage Broadband queries that this is normal.

Please log in to My Account if you need to view or pay your bill, manage boosts and track your usage. From My Account you can also check your connection and test your line for any issues in the Service Centre.

I'll flag this for staff attention, @Kaz02, because it doesn't get a great rating on "who called me".
People do get contacted by Talktalk by text for installing Full Fibre, but the presentation should be better, if this is genuinely from Talktalk.
So hold off till you get a reply from staff.
