EXTREMELY low upload speed / high latency!

My download speed is below my guaranteed and is sitting at around 32 mbps and my upload is the main problem which is sitting at just over 1mbps, this is greatly affecting everyone in the house!

 

I have tried disconnecting everything, running speed tests on talktalk website and disconnecting all devices from wifi, I am also using a wired ethernet connection and the upload speed is still dreadful with very high ping/latency which is affecting my sons gaming!

 

I ran a line test and it analysed that something was wrong but haven't heard back yet, it would mean a lot if someone could help resolve this issue for me as it's frustrating not getting what I paid for!

Fibre was installed 2 days ago Download and Upload speeds were 140Mbps now both have dropped to around 40Mbps.  How can I fix it?
