It sometimes shows that in My Connection because it seems to only deal in whole units.
If you run the test on any other speed checker, @jontheblacksmith, what reading do you get?
My upload speeds show as eg 0.86 with Ookla independently of My Connection. If you are on Fast Broadband, the upload speed usually can't exceed 1Mbps so shows as 0 in My Connection if it's much below that.
