I received an email message today saying "we are disconnecting your old version of our Mailbox email accounts as of Feb 6th 2025. You are required to re-login below and confirm your email is still active."

There's a hyperlink "Go to Login" which takes me to a dropbox URL.

The From address is ******@talktalk.net.

Is this genuine or a scam?

Yes, that's 100% phishing email.

I myself have never yet received a phishing email from a TalkTalk email address e.g. @talktalk.net.

Is that address between quotes "......." or between angle brackets, <......> ?

With an address like that, it can only be a phishing scam, and that one has been doing the rounds, @Rich57.
