I am new to TTE, Should I have a Webmail address?
I can get to the login page but I was not given a username.
Is this an extra service?

Pure speculation, @Furlough0, but, yes, the "backend maintenance" work is blocking mailbox functionality.
In the longer term, people are finding ISP related email addresses less useful anyway - there is a separate charge to keep the address if you leave the provider, and not everyone wants to have to pay more on top of their other service bills.

I had seen that page and I think 'permanently' is correct.
TT Business has farmed out its email provision to another company with separate charges.
I would guess TT Everyone is doing the same.

If you go there, you would see this:
"Please Note - we have temporarily removed the create/delete mailbox functionality as we are performing some backend maintenance work on our email platform. Apologies for any inconvenience this may cause."
For temporarily read permanently, because it has been temporarily for a very long time, with no sign of it returning.
