I had an email from Talktalk saying my account would be deactivated. Is this spam?

There are examples of recent phishing emails shown in the Help content I'll link to below. At least one recent version threatens deactivation and urges the user to reactivate and or verify an email account. This is obviously as scam pretending to be TalkTalk just to get you to enter your email address and password so the scammers can take over your email account.

I'd say so.
Check the sender's actual email address behind the TalkTalk address and I doubt it will mention TalkTalk at all.
Don't click on any link and delete it
If you are still unsure check your package status in My Account or ask via chat or phone, but unless you haven't paid for months I'd say it's a scam.
