No phone line and broadband speed down

No dial tone on outgoing call, get a ring tone when dialling in but phone does not ring

 

Broadband speed down.

 

Fault reported 24/5, engineer called 26/6 but only to check the broadband.

 

He said fault may be at the exchange or in the house and I think he said he would report it.

 

No further progress
