So I'm guessing your current sync speed 38Mbps is normal for your line?
If sync speed is ok but throughput is low (both wired and wireless) then it may be worthwhile switching off the router for 30 minutes.
If wired speeds are ok, that would suggest a WiFi issue which would need further investigation.

Just log into the router admin and go to the connection stats page.

If sync speed is also low, then there could be an issue with the external line or any internal wiring in your house. In which case try connecting to the master socket "test" socket, check for any noise on the landline phone which may indicate a line issue etc.

It might help if you supply a bit more information.
Are the slow speed tests done wired or over WiFi?
Is the router sync speed also low or just throughput?
