Yes, that is true, once services are disconnected, they will be able to sign up for everymail.

@Satty1 you cannot sign up for either Mailplus or Everymail until your service actually ceases.
As @Mandisa-TT has posted, this is not for a couple of weeks.
It cannot be done whilst the service is currently active.

Your account is estimated to be closed on the 04.09.2025 and you will the be able to sign up for EveryMail.

Mailplus is no longer an option at this stage. Only customers previously subscribed to it have it set up currently and will be moved over automatically to Everymail in due course.

I have reviewed your account and see that you have submitted an unsolicited cease letter requesting the disconnection of your services. Currently, our active email users who are not broadband customers are being transitioned to Everymail, an Open-Xchange (OX) email product. If you would like to retain your email address, you will need to sign up for Everymail and switch to their paid email service. You have two payment options available: £5.00 per month or a one-time annual payment of £50.00. Please note that this means you will no longer be a TalkTalk customer and will instead become a direct customer of OX Mail.
