I have two addresses ....@talktalk.net. I mostly use Outlook on my desktop. When sending from either of these I get the "550 5.7.1 Reject for policy reason" for various recipient addresses: generic e.g. sky.com, or specific organisation/domain names. Messages to Gmail addresses seem to go through OK.
This does not happen if send using webmail; so far the addresses I have used for test messages have gone and been received OK.
Looking through the forum this seems to be a common problem.

It now works OK in that I can send without it being rejected both from my webmail (as was OK before) and from my desktop-installed Outlook under Office 365. I did not have to change the passwords or remove the accounts.

I've had your account check and it's not limited to webmail only. If you've reset the passwords on both mailboxes and you're still struggling, try removing the accounts from Outlook restart Outlook then readd the accounts and restart Outlook again. That should clear this up for you.

I now get the same reject message when sending using Outlook to gmail accounts. For both my accounts I can send OK from webmail to all addresses I have tried.
